Nate said village representatives, including trustees and staff, spent time at a bulk-water station and at the vendor's administrative offices to review operations and billing. He summarized the system as a self-contained unit that requires on-site water and electric connections and emphasized the vendor-supplied unit is generally delivered ready to set on prepared utilities. "Right now we're selling bulk water at $18 per thousand... the unit itself that we're looking at is plus or minus 50,000," he said.
Staff described features that could help operations: account and driver identification via a numeric code embedded in vendor software, the option to require companies to supply their own hoses, and the choice of year-round or seasonal operation depending on local demand. Staff stressed that the next step is to prepare bid specifications that describe the desired device and site needs so the village can solicit competitive bids and analyze infrastructure costs (electric and water hookup and potential site prep).
Trustees asked whether the village would charge a registration or permit fee for hauling companies; staff said that remains a policy decision and the village could mirror existing licensing or permit approaches if desired.
