The Village of Horseheads Board of Trustees approved four routine but consequential actions during its Oct. 16 meeting: removing a $2 processing fee on tax bills, adopting a resolution opposing proposed NYSEG rate increases, reaffirming a 20% local match for a NY Swim facility grant application, and awarding a contract for a new plow truck.
Trustees voted unanimously to remove the $2 tax-processing fee beginning with the 2026–27 tax season. Staff explained the fee historically covered a one-time mailed notice; the village determined the charge is no longer necessary.
The board then adopted a resolution opposing proposed delivery-charge increases filed by New York State Electric & Gas (NYSEG) with the Public Service Commission. The resolution, described by the trustees as largely symbolic, says the proposed increases “would impose a substantial financial burden on our municipality, our residents, small businesses, and vulnerable populations” and directs the village manager to send a certified copy to the New York State Public Service Commission, the governor and regional legislators.
The board also approved a resolution reaffirming that the village has budgeted the required 20% local match for a NY Swim grant application and will submit the nearly completed application by Oct. 24; staff said the matching funds are approximately $1 million and already included in the village budget.
Finally, trustees awarded a bid for a 2026 Western Star plow truck to a Syracuse vendor (vendor name provided in procurement documents) at a purchase price of $292,462.83. Staff said the chassis is built and estimated final delivery of body and equipment is late March–April; older trucks will be surplused later.
All motions were approved by roll call with affirmative responses recorded from Trustee Gross, Trustee Kowalski, Trustee Fifer/Funfrock, and Mayor Adams. No roll-call no votes, abstentions, or recusals were recorded in the meeting minutes for these items.
Next steps for the items include: staff preparing and submitting the NY Swim application by Oct. 24; the village manager forwarding the NYSEG resolution to officials named in the resolution; and procurement staff completing leasing details and taking delivery steps for the plow truck.
