Preston IWWC elects Zachary Tarner chair; Gerald Grabarek re-elected vice chair

The Preston Inland Wetlands and Watercourse Commission elected member Zachary Tarner as chair at its Feb. 17, 2026 regular meeting, following a motion to move officer elections to the end of the agenda.
Tarner was nominated and approved by voice vote. Gerald Grabarek (listed in the meeting roster as Vice Chairman) was nominated and approved to continue as vice chair; the vice-chair vote recorded an abstention by J. Grabarek and otherwise passed. Becky Hayes was nominated and approved as secretary.
The nominations came after the commission voted earlier in the meeting to amend the agenda to place elections last. Paul Andruskiewicz moved the agenda amendment, seconded by Hank Wrigley; members voted unanimously to approve the change.
Before the elections the commission approved several sets of minutes. Paul Andruskiewicz moved, and Matthew Gauthier seconded, approval of the Dec. 16, 2025 regular meeting minutes; Becky Hayes abstained and the motion carried. The Dec. 20, 2025 site walk minutes were approved on a motion by Hank Wrigley and seconded by Paul Andruskiewicz, with Becky Hayes again recorded as abstaining. The Jan. 27, 2026 special meeting minutes were approved unanimously.
During the elections Paul Andruskiewicz offered remarks commending long-serving Chairman John Moulson for his years of service and handling of difficult public hearings; Moulson was recorded as absent for this meeting.
The meeting minutes state the session was adjourned by Recording Secretary Roberta Charpentier; the minutes record the adjournment time as 6:25 p.m.
The commission’s next regular meeting will take place at its next scheduled date; members did not record additional business tied to the officer appointments.
