Joe Morneau of Dakota County presented the Delaware Avenue reconstruction project to the Mendota Heights City Council on May 19, highlighting design considerations, anticipated impacts to adjacent properties, roadway detours and the schedule.
Mr. Morneau said the County reviewed four years of crash data and found nine crashes in the reviewed period, which the County expects the proposed separation of right-turn movements to help address. Councilor Maczko asked why low-volume residential streets were proposed to have wider curb radii, noting wider radii can encourage faster turning speeds; Mr. Morneau said design comparisons were made to nearby West St. Paul and that standard-length school buses and pedestrian improvements were considered when setting radii.
Councilor Lorberbaum reported positive resident feedback about County communication on the project. Councilor Mazzitello praised the County's work on the design. When asked how many of the 20 remaining right-of-way acquisitions are in Mendota Heights, Mr. Morneau said he was unsure of the specific property breakdown and offered to provide additional details to staff.
Next steps: Mr. Morneau will continue public outreach and the County will finalize right-of-way needs and project schedule; Public Works Director Ryan Ruzek offered to share turning-radius information for school buses with Council.
