Pataskala commission approves Broad Street commercial plan with Dutch Bros and Buffalo Wild Wings

The Pataskala Planning & Zoning Commission on June 3 approved Transportation Corridor Overlay District application TCOD-2602, clearing a proposed mixed-commercial development at the northeast corner of West Broad and John Reese Parkway.
The 3.596-acre plan calls for three commercial buildings with a total of nine business units: a quick-service vehicle maintenance facility (previously approved as a conditional use), a dual-lane Dutch Bros drive-thru, and a western building housing a Buffalo Wild Wings, a pizza restaurant and two additional retail spaces. Developer T3 Development said tenants are under long-term lease commitments and showed multiple plan iterations to address community and staff comments.
Key conditions and infrastructure: the commission’s approval is conditioned on completion of intersection improvements at Broad and John Reese (a developer-funded traffic signal and related lane work) before any certificate of compliance or business occupancy is issued; staff and the developer also agreed to refine the landscape species list (including added evergreen screening). Public-service and city-engineer reviews found sanitary capacity can be extended (but would use a majority of remaining capacity) and asked for minor drainage/pond clarifications.
Pedestrian and access notes: the applicant will install an 8-foot multiuse path along Broad Street, extend sidewalks along Richard Conine, and provide crosswalk realignment at John Reese. Staff and commissioners discussed drive-thru stacking and sightlines and asked the developer and tenant (Dutch Bros) to confirm stacking capacity and operations so queuing does not extend onto Broad Street.
Vote and next steps: The commission approved TCOD-2602 unanimously; the development will proceed to construction-plan review and permitting. The commission also approved an associated replat (RP-2602) to subdivide and renumber parcels; those approvals carry standard mylar and filing conditions.
Developer comment: Jerry Royce (T3 Development) said the team negotiated a two-year engagement with staff, responded to neighborhood concerns and has committed to construct the intersection signal at their expense as part of the development approvals.
What to watch for: Completion of the intersection signal and confirmation of landscape species and sightline details during the construction-plan review are the key milestones before tenant occupancy.
