The Daytona Beach City Commission voted April 2 to authorize borrowing to finance capital improvements at Jackie Robinson Ballpark.
On second reading the commission adopted an ordinance approving issuance of debt in a principal amount not to exceed $15 million to provide additional financing for capital improvements at the stadium. The ordinance authorizes borrowing in general terms and makes the project eligible for financing; staff explained that the implementing loan agreement and the form of any note would be executed by later resolution.
Following the ordinance, the commission approved an administrative resolution authorizing a taxable revolving line of credit from Truist Bank in a principal amount not to be outstanding in excess of $15 million to provide additional financing for the same project. The city attorney explained the two‑step structure: the ordinance is the required local legislative authorization and the subsequent resolution implements the loan/line of credit agreement.
Both votes passed unanimously (recorded in the transcript as "70" and confirmed in roll calls as affirmative). The commission provided no additional appropriation at the meeting; staff said the loan documents and the note would be the next administrative steps and that further budget actions would follow as the project and draw schedule are defined.
