Several colleagues objected, saying more delay was unnecessary and that prior opportunities had been available for discussion.
The exchange centered on representation and procedure. Commissioner Oversaw urged postponement so commissioners whose districts cover unincorporated areas could vote in person. Commissioner Johnson and others agreed that waiting a few weeks would ensure full representation. Opponents said the item had been discussed extensively and that further delay was not warranted.
County legal staff clarified the options for scheduling. The county attorney and clerk explained that state law requires a written application specifying the exact resolutions for a special meeting and that, absent unanimous consensus in the agenda meeting, the item would remain on its scheduled date unless a properly noticed special meeting or a subsequent majority vote moved it. The clerk summarized the practical outcome: on June 17 commissioners would either vote on Plan Hamilton or a majority could move the item to a later date.
Residents who identified themselves as living in unincorporated areas urged the commission to delay the vote. Jennifer Duval asked commissioners to "go to July the 1st for anything Plan Hamilton related," saying the plan would directly affect her area. Kim Held told the commission that "this is a very important vote for the unincorporated areas and the commissioners that represent those areas should be here to vote."
The meeting concluded the procedural debate without a final adoption; staff said the item will be brought up again on the council’s June 17 session for either a vote or a majority decision to reschedule.
The county’s planning staff and the planning commission have previously reviewed Plan Hamilton; commissioners noted that planning‑commission approval does not substitute for the county commission’s final action.
