Board discusses grant timelines, a $9,100 bonding question for a library contractor and Noise Pond dam concerns

Town staff reported on several grant-related items and infrastructure concerns. The board received a letter from USDA on the river-cleanup grant and will prepare a response seeking an extension through Sept. 30 next year to allow permitting and construction across a full season.
Separately, RuralEdge asked whether the contractor it hired for a state- and federally funded library project needs to be bonded. Staff read an email from Patrick Shadic (RuralEdge) describing the contractor relationship and noted a bond for the project was estimated at about $9,100. Board members discussed that the contractor would usually obtain required bonds at bid time and that the town did not appear to have a standing policy requiring the town to pay for or require the additional bond; members suggested the requirement should be clarified with the grantor and that the town prefers contractors carry their own bonding obligations.
Members also reported on a public meeting about Noise Pond dam, where attendees were told the dam work had not yet secured funding and that project repairs could change the floodplain. Board members said they had asked the project team to avoid changes that would adversely affect the highway garage and discussed coordinating an emergency-notification exercise with the fire department in case construction increases vulnerability during the work.
The board asked staff to follow up with the USDA and to confirm whether the grant or funder requires a contractor bond for the library project before committing grant money to bond costs.
