The Selma City Council voted unanimously on June 2 to add an Administrative Analyst/Deputy City Clerk classification and to remove 14 obsolete classifications from the master salary chart.
Staff told the council the new position is intended to support the city manager and to provide cross‑training and back‑up for the city clerk’s office. The title was chosen to emphasize analytical responsibilities while preserving the ability to act as a deputy clerk when required. The position is bench‑marked at 20% below the city clerk classification; staff estimated the low step would be in the mid‑$60,000 range depending on final placement in the pay scale.
Council members raised standard questions about budget timing and the city’s recent hiring‑freeze discussions, and staff said the position had been budgeted in the FY25‑26 plan as an executive/administrative assistant and that changing the classification to an analyst role better reflects the duties and city needs. Staff said most of the 14 removed classifications had not been used for multiple years and that workplace needs (records, subpoenas, analytical work for the city manager and communications support) motivated the new classification.
The resolution to add the classification and remove obsolete classes passed on a 5–0 roll call. Staff will proceed with recruitment and bring job specifications and a recruitment timeline to council as required.
