Millard County commissioners adopt mid-year budget amendment to add road operator, repurpose capital funds and approve security and sheriff contracts

Millard County commissioners on June 2 adopted a mid-year budget amendment that creates a new full-time equipment operator position in the road department and repurposes road capital funds to purchase trucks and chip other roads.
The commission adopted Resolution 26-6-2 (budget transfers) after a public hearing and a staff presentation detailing the changes. Staff said the new equipment operator position was estimated to cost about $116,000 including benefits; the road department expects to absorb roughly half of that amount ($58,000) for the current fiscal year. Commissioners also discussed repurposing $1.3 million of road capital: approximately $450,000 was proposed to purchase oil-distributor trucks and $750,000 for chip-sealing other roads; work on Cedar Mountain was expected to be deferred.
Other approvals and procurements: Before the budget vote, commissioners approved a CJIS security addendum intended to ensure the county's IT contractor complies with state and FBI CJIS-security requirements. Jacob (staff) explained that "it essentially binds our IT contractor to follow the requirements that are required by the state and FBI" for agencies handling criminal-justice information.
The board ratified a small vendor contract for meal preparation at an ATV jamboree, opened and forwarded a single bid for two used oil-distributor trucks (Christian Enterprises bid $450,000 for the two trucks) to the road supervisor for evaluation, and opened asphalt/road-oil bids (Peak Asphalt: $619.15/ton delivered; New Rock: $530.69/ton). Commissioners moved to have the road supervisor evaluate the bids and report back with a recommendation.
The commission also reviewed and approved an annual court-security contract presented by the sheriff and approved a sole-source contract for a sheriff-branded website and mobile app; Captain Pat Bennett said the first-year website/app development and maintenance cost was in the transcript at approximately $195,945 and the ongoing annual maintenance figure was listed thereafter for subsequent years.
Personnel and policy: The board approved Resolution 26-06-02A to tighten nepotism language in the county equal employment opportunity policy (limiting hiring exceptions and requiring separate supervision or review by HR/attorney when necessary); the resolution passed on roll call with Commissioners Wright, Lyman and Johnson recorded as voting yes.
What happens next: Road procurement bids will be reviewed by the road supervisor, staff will obtain a legal description for the Ju Capital Partners item (held for later action), and the commission moved into closed session to discuss personnel and pending litigation under Utah Code Annotated §§52-4-204 and 52-4-205.
