Planning commission recommends disapproval of Killian Road rezoning request

The Richland County Planning Commission on June 1 voted to forward Case 26-014 MA to county council with a recommendation of disapproval, rejecting a proposal to rezone a 32.21-acre property on Killian Road from HM (homestead) to GC (general commercial).
Staff told the commission the proposed map amendment is "not compliant with the objectives outlined in the 2015 comprehensive plan," saying the parcel is not within a designated activity center, lacks planned infrastructure improvements, and that recent, similar rezoning requests in the area had been denied. "The proposed map amendment is not compliant with the objectives outlined in the 2015 comprehensive plan," staff said in its presentation.
Nelson Weston, who said he was assisting the applicant, argued the parcel sits along an arterial and near residential growth on the west side of I‑77, and that limited commercial development on the east side could serve new residents and relieve traffic. "We figured it makes sense to have some sort of other retail outlet on this side of I77," Weston said.
Commissioners questioned whether the 2015 plan or the draft comprehensive plan under consideration would change the classification for the parcel, and asked staff to analyze that possibility. Staff said it could not resolve that question in the meeting without a more detailed review: "Without directly looking at the plan and analyzing it, I can't speak to that exactly," a staff member said.
After discussion, Commissioner Cirs moved to forward the case to county council with a recommendation of disapproval; Commissioner Durant seconded. By roll call the motion carried (commissioners voted to approve the motion to recommend disapproval). The commission recorded the recommendation for disapproval, which will be considered by county council at its public hearing on June 23 at 7:00 p.m. in county council chambers.
The commission's action is advisory; county council will hold the formal public hearing and take the final vote on the map amendment.
