The Foxborough Select Board agreed Oct. 7 to hold an executive session at 6 p.m. on Oct. 21 to review proposals submitted in response to the town’s strategic‑planning RFP. Town staff said three responsive proposals were received and under Chapter 30B procurement rules the substantive evaluation and applicant references must be handled confidentially.
Staff explained that if the board decides interviews are necessary, the process must include all three proposers and use standardized questions. References have not yet been checked; procurement staff asked board members to review the proposal materials provided and noted prices are locked for 60 days. Members discussed scheduling, whether interviews could be avoided if one proposer is a clear front‑runner, and the need to coordinate procurement responsibilities and staff input prior to any final vote.
The board agreed to schedule the executive session and to expect a pre‑meeting review of evaluations and pending reference checks. Any formal award or selection will follow the executive session and the board’s public vote as required.
