Council approves 3‑year interim use permit for Viking Lakes overflow parking

The Eagan City Council on June 2 approved a three‑year consolidated interim use permit allowing temporary overflow parking on three previously authorized Viking Lakes parcels.
City planner Schultz (S8) told the council the three areas total approximately 49 acres and provide roughly 2,000 overflow parking stalls used for events at TCO Stadium and Viking Lakes. The planning commission had recommended unanimous approval.
Applicant Steve Poppin (S16) and his team described the campus’s development since 2016 — including the Twin Cities Orthopedics facilities, office and medical buildings, and residential phases — and said event programming already brings large crowds (the applicant cited about 250,000 attendees in 2025 and projected up to 350,000 for 2026). Poppin said the consolidated IUP would be issued for a three‑year term, subject to the APC‑recommended conditions and periodic inspections.
Council members emphasized the need for a long‑term plan and asked that staff and the applicant continue to work toward permanent parking solutions as development proceeds. The council made and seconded the motion to approve the consolidated IUP; the motion carried on a voice vote.
The permit requires that at expiration the applicant obtain grading permits and restore temporary surfaces to turf where needed, except in areas under active development. City staff said they will monitor the lots for any issues during the permit term.
