Select Board conditionally approves earth‑removal permit for 61 East Belure Road

The Foxborough Select Board voted unanimously Oct. 7 to approve an earth‑removal permit for work at 61 East Belure Road, authorizing grading and on‑site reuse of material to create a level outdoor storage area conditioned on a required pre‑construction meeting and compliance with planning and conservation orders.

Cameron Gray of Bay Colony Group, who introduced the project, told the board the site lies in the Limited Industrial district and that current site construction is complete except for the proposed outdoor storage area. "We're proposing to remove approximately 87,95 cubic yards of material in order to construct a level outdoor storage area," Gray said during the public hearing as presented in the application, and added the contractor anticipates "about 2,930 trips to remove this material," roughly 35 truck trips per day.

Board members pressed for explicit truck routing to avoid narrow residential streets and requested that no trucking occur during the hour before school opens and the hour after school closes near the nearby Foxboro Charter School. The board also asked that stumps, boulders and other debris be properly disposed of and that on‑site loam be used only in disturbed areas not destined for outdoor storage. Planning staff asked that the permit record a pre‑construction meeting with relevant department heads and that approval be conditioned on compliance with the planning board decision and the conservation commission's order of conditions.

After the conditions were read into the record the board closed the public hearing and approved the permit. The board's roll call recorded five members in favor with no opposing votes.
