The Town Manager presented the package, which the committee had vetted, and summarized major items: a $42,500 pickup for the Conservation/land-use function; a replacement wildland-urban-interface brush truck proposed as a five‑year lease totaling about $680,000 (with a $160,000 payment proposed for the coming town-meeting warrant); two school mini buses at $275,000 to serve preschool and special-needs routes; and a $60,000 compact track loader for DPW. The manager stated the general-fund requests total $537,500.
Non‑general fund items included a previously approved Oak Street water treatment-plant project that required a formal CIP entry to allow a $16,500 SRF loan, and $275,000 from sewer retained earnings to complete community center sewer connections and side‑street tie‑ins.
The board and committee discussed operational details, maintenance responsibilities and replacement schedules. A committee member corrected an initial misstatement of the brush-truck tank: "Just clarify, it was 1500 gallons, not 15 gallons." The equipment purchases were framed as necessary to maintain services (school transport, DPW field work, conservation site visits and fire response) and to protect the town's ISO fire rating.
The Select Board moved and seconded approval of the FY26 capital improvement requests; the motion carried on the record and the committee will place the items on the special town‑meeting warrant for final funding votes.
Next steps: CIP items approved tonight will be presented at the special town meeting on Oct. 27, where voters will consider appropriations and any bonding. The board also noted bond‑counsel review necessities for larger lease/bond items and advised residents to consult town meeting materials for full project descriptions and financing details.
