Council reviews county-drafted bylaw changes, raises concerns about plain language and representation

Council members spent sizable time April 27 discussing a countywide overhaul of advisory-board bylaws prepared by PGA. Staff said PGA supplied templated language that will be included in advisory board bylaws countywide; members said they returned suggested edits and asked for the county to highlight the nonnegotiable, required language.

"There will absolutely be language in there that we will not have a say in," a staff member said, noting some boilerplate text is imposed across all advisory boards. Members asked that the edits be returned with the required changes highlighted so the council can focus its review on negotiable language.

Members also raised accessibility and plain-language concerns: several said the template and parliamentary procedure language could be inaccessible to people with lived experience, and they proposed developing plain-language summaries and a simplified guide to Robert's Rules to improve participation. Staff encouraged members to continue educating PGA about the council’s work and to flag language that does not reflect the council’s mission.

Recruitment was also discussed: the application for council membership is posted on the county website and remains open through August 31; staff will circulate the flyer and share it in the meeting minutes. Members asked for earlier reminders when surveys or votes require board input; staff said the survey on mission, vision and values was sent March 31 with a March 23 reminder and had been extended through the end of April.

The discussion closed with staff promising to ask PGA to highlight required template text and to continue dialogue about accessibility supports for people with lived experience.
