Council adopts revisions to city-contracted residential waste collection code

On second and final reading the City and County of Broomfield adopted Ordinance 2310, making targeted changes to Title 8 Chapter 4 of the municipal code governing city-contracted residential waste collection services.
Public Works Director Barney Gordon summarized the ordinance’s purpose: to reduce program burdens for residents and administrative friction for staff. Key changes include exempting multi-unit buildings with more than three units, agricultural properties and properties over five acres from mandatory participation; clarifying that HOAs can be excluded if they meet disclosure and verification rules and must keep DORA information current; and clarifying that opt-out fees are the responsibility of the property owner but may be delegated to a tenant.
Gordon said the changes aim to increase administrative efficiency, support predictable service rates and reduce program burdens. Council members thanked staff for outreach and noted constituent support for the exemptions. The ordinance becomes effective July 1, 2026.
