Staff said Wisconsin state statutes require local governments to adopt written procedures for public participation during comprehensive plan development; the proposed plan, included in the meeting packet, summarizes engagement goals, outreach methods and a timeline of key events. Staff said the plan drew on approaches used by other Wisconsin communities and included a schedule to guide the draft plans outreach phases.
With no questions from commissioners, a motion to adopt the public-participation plan passed 6–0.
Adoption of the participation plan moves the comprehensive-plan process forward by formalizing outreach steps staff will take; specific engagement events, dates and materials will be published as staff begins implementation.
