Knox County adopts updated food-establishment ordinance; fee schedule set

Knox County commissioners completed second and third readings and adopted Ordinance 26-3, which updates local food-establishment and bed-and-breakfast regulations to align with state code changes enacted in April.
Health Department staff described the changes, including a new category for recovery houses with certified kitchens; most recovery houses will be nonprofit and exempt from permit fees. The ordinance includes a fee schedule that lists plan-review and permit fees: plan review for establishments $100; retail food permit tier one (prepackaged) $175; retail food permit tier two (limited menu) $200; retail food permit tier three (extensive menu) $250; temporary food permit (up to three consecutive days) $50; catering permit $150; seasonal permit (six months or less) $100; farmers market permit $100; and mobile food permit $400. The board noted the state-wide changes will alter local approaches to mobile vendors and that mobile permitting may be refined after the state's implementation timeline.
Commissioners advanced the ordinance through second and third readings by voice vote and adopted the updated code. The Health Department will work with local stakeholders on any subsequent mobile-food provisions and related implementation timing.
