Officials sworn in; Philip Zbrana chosen council president at Milltown organizational meeting

Philip Zbrana was elected council president and several officials were sworn into office at the Milltown Borough Council’s organizational meeting on Jan. 5, 2026.
The council began by certifying election results and administering oaths of office. The clerk read the board of county canvassers’ determinations certifying Deborah A. Miller and Philip Filipe Sambrano Jr. as duly elected council members; officers and council members then repeated the oath to support federal and state constitutions.
The nomination for council president came from Councilman Potter, who nominated Philip (Phil) Zimbrda/Zbrana; Councilwoman Payne seconded the nomination. After a roll-call vote, the motion carried with five votes recorded as "I" and one abstention. Councilman Zambrano recorded the abstention; the mayor declared the motion carried.
The organizational portion of the meeting included the clerk’s roll call and the acceptance of routine consent items establishing committee assignments and standard housekeeping resolutions. Borough attorney Peter Mcnolo and borough engineers were noted present for the meeting’s procedural business.
The council adjourned the organizational items and moved to the mayor’s message and regular agenda business.
