Rocky Mountain Development Council presents 2026–27 CSBG work plan; county to schedule action

Representatives from the Rocky Mountain Development Council (RMDC) presented their biannual Community Services Block Grant (CSBG) work plan for fiscal years 2026–27 and asked Jefferson County to sign a letter of support when the board next considers the item.
Lori Lattis, RMDC executive director, described the agency’s senior nutrition and transportation services (meals on wheels and congregate dining), volunteer programs (foster grandparent, senior companion, retired senior volunteer), emergency solutions grant activities to prevent or end homelessness, Head Start and a non‑income‑restricted preschool option, and affordable housing management (noting 382 units across the three counties RMDC serves). Deputy director Beth Brham explained the CSBG work‑plan format, which ties community needs assessment findings to program domains, projected outcomes and national performance indicators required in annual reporting.
RMDC staff discussed transportation operations, noting that GoGetters in Helena provides medical‑ride volunteers and that Whiteall Transportation operates a permanent vehicle serving the northern end of Jefferson County. They also flagged recruitment challenges for federally stipend‑eligible volunteer programs because participants must meet income limits.
RMDC asked the commissioners to place the work plan on a future agenda so the board may decide and sign a letter of support; county staff said the board can take presentation and action at the same meeting if the item is placed on the agenda.
Commissioners thanked RMDC for the presentation and indicated staff will add the work plan to an upcoming agenda for formal consideration.
