Brown County commissioners discussed a proposed second amendment to the Music Center administration agreement that would change how excess revenues are distributed, with one option seeking to direct 100% of excess funds to the Board of Commissioners rather than allowing up to 75% to go to the Brown County Foundation.
The resolution before the board (Resolution 2026-04-001-00001) would authorize the president of the board of commissioners to negotiate and discuss changes to section three of the administrative agreement. Proponents said the change could strengthen county finances to meet upcoming infrastructure and public-safety funding shortfalls. One commissioner framed the review as seeking public input at streamed working sessions before any formal vote.
Opponents and several public commenters raised legal questions about whether the administrative agreement change is permissible "if permitted by law" and criticized the potential loss of transparency if negotiations moved to a nonpublic, negotiated posture. A member of the public noted the county cannot unilaterally change the agreement without the other parties’ consent, and another asked why commissioners needed a resolution simply to hold working sessions.
After extended discussion about the music center’s current operations, mortgage payments and community benefits, one commissioner moved to table the resolution so commissioners could solicit direct input from the Music Center’s board in a public setting; the motion carried in a roll call (two in favor, one opposed).
Next steps: commissioners indicated they would invite Music Center representatives to a public working session, continue public outreach, and revisit the resolution at a later meeting if consensus cannot be reached.
