Chad Mayes of Kimley‑Horn and Milk Crate (developer) presented a site plan for a 1,025+/- sq ft drive‑through building with 15 parking spaces, directional circulation to Elm and Omega, 17‑foot light poles with integral louvers to minimize off‑site light spill, and architectural materials conforming to town standards. The project team explained grading constraints on the eastern lot line and noted a letter of intent for Locust Drive improvements with the town.
Neighbor Michael Ferris spoke in support, saying nearby residents were generally favorable and highlighting potential walkable trips from local schools. Commissioners commended the reuse of a difficult parcel and staff and the applicant’s iterations to address circulation and grading constraints. The commission approved PP‑26‑012 and DP‑26‑012 with standard conditions requiring recording of the secondary plat and compliance with town standards.
The commission then considered a requested waiver to the subdivision ordinance to reduce sidewalk requirements on Omega Drive due to steep grades; the waiver motion cited incompatible grades as justification and passed unanimously.
