WRC executive board approves London Dair town plan, confirms municipal planning process

Matt, WRC staff, told the board the commission reviews town plans for required plan elements (land use, housing, community facilities, natural resources and transportation), consistency with 15 statewide planning goals, and compatibility with the regional plan and adjacent towns. "There are benefits for towns to get WRC approval," Matt said, noting grant eligibility as a key advantage.
During discussion, Bill flagged a compatibility passage in the plan concerning the Glee Mountain ridge and said Windham's zoning "prevents any development on forest lands above 2,000 feet," offering to confer with Londonderry planners to resolve any perceived conflict. Matt said he had not seen that specific note and offered to follow up with the Londonderry Planning Commission if the town wanted a conversation.
Commissioners also suggested minor edits the staff memo will record: add inclusive plan dates to the cover, broaden the habitat-connector discussion to include larger mammals, add statute citations early in the report for consistency and reference, and tidy document formatting. Gretchen said she had not had sufficient time to review the full plan and recorded an abstention on both votes.
Ann moved to approve the town plan; Rick seconded. The board approved the plan with no members opposing and with Gretchen abstaining. Steve Lumpkkey moved to confirm the municipal planning process; Bonnie seconded, and that motion also passed with Gretchen abstaining.
Matt said staff will add the board's comments to the memo for Londonderry and will reach out about the compatibility language if the town requests it. The board also discussed steps to get plan materials to members earlier so commissioners have time to review before votes.
The board adjourned at 7:14 p.m.; the full commission meeting is scheduled in a couple of weeks.
