Chansy Wisellski asked that the definition be clarified so it does not treat an owner’s animal acting on the owner’s property the same as an unrestrained animal off that property. The police chief and staff advised that some refinements may be appropriate later — especially if the department pursues a police canine program — and recommended revisiting definitions to ensure exemptions for working or service animals.
The council opened the public hearing, received comment, closed the hearing and adopted the ordinance on second reading by voice vote.
