Committee seeks planning white paper on potential impacts of large-scale data centers

A committee member urged Otsego County planning staff to research the potential local impacts of large-scale data centers and to produce a white paper that municipalities could use when considering moratoria or zoning responses. The member said the proposal grew from recent local interest and presentations and asked the county to clarify what an AI/data-center development would mean for roads, electricity and water resources.

Members discussed possible scope and thresholds for a study — for example, distinguishing routine data operations (bank/private business servers) from large-scale facilities that draw megawatts of power. Several members noted a NISAC resolution affirming local authority and urged that the county be prepared to respond to state-level proposals so municipalities are not blindsided. Planning staff said they would begin information gathering and produce a summary of issues and considerations; the committee agreed to circulate the draft resolution to the full board for feedback and to seek potential funding sources for a formal study if necessary.

Why it matters: Large-scale data centers can require substantial power and water and can prompt upgrades to grid infrastructure; counties and towns are grappling with how to assess local impacts and responsibilities.
