Midland County commissioners authorize request for $300,000 to expand rural home‑repair program

The Midland County Board of Commissioners on Dec. 25 authorized Chairman Jim Thomas to sign a letter of intent asking the Michigan State Housing Development Authority for Community Development Block Grant (CDBG) funding to expand home‑repair assistance into rural parts of the county.
Joe Coffee, CEO of Home to Stay, told the board the organizations requesting the funding had proposed asking the authority for $300,000 to increase capacity outside city limits. "We really appreciate your consideration in asking MISTA for $300,000," Coffee said, explaining Home to Stay and Midland County Habitat for Humanity have experience implementing CDBG projects within city limits and believe they could manage a countywide program.
Bernita Bonades of Homer Township, who attended a subcommittee presentation on the proposal, urged the board to support the effort, saying it "sounds like a great opportunity to provide resources for the rural communities outside of the city of Midland" and would help homeowners who lack funding to maintain and repair their homes.
The administration and operations committee recommended adoption of agenda item 96‑11‑25 and asked the board to authorize the chairman to submit a letter of intent. Commissioner Schuli acknowledged Housing Forward and Jennifer Acasta for identifying the opportunity and praised the collaborative work among local organizations that led to the proposal.
The board called the roll and recorded affirmative votes; the chair announced the motion passed. The motion record shows commissioners recorded their votes during the roll call and the chairman declared the measure adopted.
Later in the session the board recessed into a closed session to discuss labor negotiations; after the closed session the board returned to open session and adjourned. The board scheduled its next meeting for Tuesday, Dec. 9, 2025, at 9:00 a.m.
