Board hears Q Comp update; staff say funds mainly support coaching and PLCs

Deb Van Cly presented the district’s annual Q Comp report, describing it as the district’s alternative teacher professional pay system used to recruit, retain and support educators with job‑embedded professional development. "A large part of what we do is really around the job‑embedded professional development," she said, and noted the district uses Q Comp dollars to fund mentors, PLC leads and instructional coaches.

Van Cly told directors Stillwater is in year two of a centralized coaching model and that the program’s primary local benefit is sustaining coaching staff and PLC structures rather than large outcome‑based payouts. Board members asked whether Q Comp funding is performance‑based locally; Van Cly said the district’s model emphasizes professional development and that the performance‑pay component is a small percentage of local Q Comp allocations. Directors also raised a legislative concern: a past governor’s budget initiative had proposed eliminating Q Comp, and members noted the district should be prepared to explain to legislators how the district uses the funds to support student achievement and coaching at the building level.
