Council approves parking-garage gate purchase and adopts codified ordinance updates; first readings held for budget items

Chief Jones said the existing gate system has been in use for about 25 years and that the purchase would replace a failing, 25-year-old computer and card-reader hardware. “This controls access to the leased spaces that the city leases out…so it's just failing and the computer that's 25 years old needs updated,” Chief Jones said. The resolution to enter an agreement with Amano Man for the gate system was adopted by voice vote.
On the codified ordinances, Mr. Elliot outlined that most changes address provisions related to House Bill 247 (referred to as “Avery’s law”) and provided legislative-service-commission analysis for council’s review; council adopted the ordinance by roll-call vote with affirmative votes recorded from all members present.
Council also received first readings on two budget-related ordinances: a supplemental appropriations ordinance to recognize loan proceeds and expenses for the water plant (about $25.8 million) and a preliminary tax budget for 2027 required by the Ohio Revised Code. Finance Director Ryden said numbers will be adjusted before second reading to account for final application fees and instructions.
Next steps: the supplemental budget ordinance will return for second reading with adjustments; staff will submit the tax budget to the county as required in the statutory process.
