Property owner asks Ward 3 board to rezone longtime house from commercial back to residential to secure loan

An applicant who identified himself as Anoa Anwar Siddiki told the Ward 3 Neighborhood Advisory Board he bought a house built in 1948 that had long been used as a residence and that a past zoning change to General Commercial (GC) is preventing him from securing financing to remodel it.
"I want to convert that back to residential so I can get the finance to remodel the house," Siddiki said, explaining that he has rented the house for years and the current tenants include a low‑income, disabled mother and daughter who have lived there for five years.
Board members asked when he learned of the GC zoning and whether property taxes had reflected residential use. Siddiki said he only discovered the designation a few months earlier when a bank refused a loan because the parcel is zoned GC, and that he had paid taxes as if the property were residential.
Members also asked whether the change to GC had been a city or county action and whether records exist to explain the change; Siddiki said he remembered a county official asking about office use years ago but did not know the administrative history.
The board asked staff to pull zoning parcel (APN) information and GIS maps before the applicant returns to a future hearing. Chair and staff noted the development project on the agenda is scheduled for review by the planning commission on Thursday and encouraged neighbors to submit comments by the planning‑commission deadline if they wanted to weigh in.
No formal action (vote) on the rezoning was taken by the Ward 3 board at this meeting; the item will move through the planning‑commission process and staff recommended submitting feedback to the planning commission prior to their scheduled review.
