Mayor Jesse Casey presided over the Hallsville City Council meeting Tuesday, Aug. 20, 2024, at City Hall. The council unanimously approved an order of election setting Nov. 5, 2024, as the date to elect three Alderman‑at‑Large positions.
The council then authorized Resolution 2024‑04, a five‑year Agreement for the Temporary Closure of State Right of Way with the Texas Department of Transportation that allows the City to temporarily close portions of Highway 80 and FM 450 for parade events. Alderman Guy Walker made the motion and Alderman Brant Cain seconded; the motion carried unanimously.
On Ordinance 2024‑02, City Administrator Marty Byers told the council that the International Building Code requires certain new governmental buildings to include a storm‑shelter room, a requirement he described as "very costly." Byers said the emergency services district (ESD) board had asked the city to consider amending that provision to help defray the cost of adding an attached structure to the existing fire station. Alderman Charlie Hunt moved to amend the code as described; Alderman Brant Cain seconded and the motion carried unanimously.
Council members reviewed the proposed 2024–25 budget and asked questions about specific line items. Staff told the council that members should contact city staff before next month if they want to suggest adjustments; no budget amendments were adopted at the meeting.
