Eagan planning commission backs three-year interim permit to keep overflow parking at Viking Lakes

The Advisory Planning Commission voted unanimously to recommend approval of an interim use permit that would consolidate three previously approved temporary overflow parking areas at Viking Lakes.

Staff told the commission the applicant, MV Ventures, is seeking a single three-year interim use permit to continue using three parcels—about 49 acres in aggregate—for temporary event overflow parking. City staff said the three consolidated parking areas provide roughly 2,000 stalls used for large events at TCO Stadium and other Viking Lakes activities, and that the request would carry 22 standard conditions of approval. Staff noted the areas have been previously graded and used under earlier IUPs and that the environmental review for the Viking Lakes project had anticipated occasional overflow parking and off-site parking needs.

Matt Slavin, a representative of MV Ventures, told the commission the lots are essential to accommodate large events. “In 2025, Viking Lakes attracted 250,000 event patrons to our campus,” Slavin said. “These overflow areas are necessary for major events like Vikings training camp and special events that exceed ramp capacity.” Slavin thanked staff for their review and said the consolidated request follows a history of three-year renewals.

No members of the public spoke during the public-comment portion of the item. Commissioner Wagner moved to recommend approval; the motion passed 7–0. The commission’s recommendation will be transmitted to City Council, which is scheduled to consider the application on June 2.

Next steps: if City Council forwards the request and approves it, the city’s staff conditions and the IUP’s term will govern the temporary parking use. Any changes to the site or permanent conversion would require separate approvals.
