During the public‑comment period on June 2, Margaret Sullivan (North Minneapolis) addressed Rosemount council members about the city’s moratorium on hyperscale data centers and the scope of the study that the moratorium requires. Sullivan expressed concerns that a proposed data center could burden regional water and energy supplies, affect privacy and make the area a military target, and asked whether taxpayer/resident representation would be included on the moratorium’s study group alongside city staff, consultants and the planning commission.
Sullivan said she did not see a clear place for unaffiliated, non‑appointed residents on the study committee and urged residents to move for motions that would add taxpayer representation. Council members and staff responded that the planning commission is composed of seven appointed Rosemount residents (homeowners) and that any service on city committees requires appointment by the council. A council member clarified the distinction between appointed planning commissioners and non‑appointed everyday taxpayers and noted the city’s appointment process.
The council did not take action at the meeting on the composition of the moratorium study group. Staff said follow‑up and any formal responses to public‑comment questions would be provided after the meeting or at a subsequent council meeting.
