Staff presented two quotes: Strafer at $6,669 and BBC at $6,450. Staff recommended the Strafer because it is a direct replacement, carries a warranty and is expected to be easier to service; the BBC unit would require a different brand and more effort to integrate. "For $200 difference, I'd actually recommend the more expensive one," a staff member said during the presentation.
Board members debated funding sources, with one member arguing a long-lived capital fund should pay for permanent infrastructure while others preferred using current cash to avoid touching bond or project accounts. The motion to purchase the Strafer and fund it from operating cash passed following a recorded motion and second.
The board did not change the CDs or improvement fund balances at the meeting and asked staff to bring further analysis of long-term capital needs and possible projects before reallocating construction-account balances.
Next step: staff will place the Strafer order and report back on installation timing and warranty documentation at a future meeting.
