Lake Bluff trustees waive second reading on special-event rules, adopt display policy and honor retiring finance clerk

The Village of Lake Bluff Board of Trustees on May 11 moved several governance items: it waived the second reading of an ordinance amending special-event permits to allow rules to take effect quickly, adopted a policy on displays on village property, added a revised employee handbook to the consent agenda and approved a retirement resolution honoring long-time finance clerk Gail Cholik. The board also swore in Ivan Ramirez as a sworn police officer earlier in the meeting.

Village staff framed the special-events change as time-sensitive given the start of the event season; trustees voted by roll call to waive second reading and proceed to final action at the same meeting so applicants can use the updated rules immediately. The displays policy, previously discussed in committee, was then approved by roll call as a final action because it was formatted as a resolution.

Separately, trustees adopted a resolution thanking Gail Cholik for more than 22 years of service to the village upon her retirement effective May 22, 2026. The board congratulated Cholik and presented the resolution by unanimous voice or roll-call votes as recorded in the meeting.

Earlier in the meeting the board approved the revised employee handbook (added to consent) and approved routine minutes and warrant items. The meeting also included a ceremonial certificate: staff announced that the village received the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting for the FY2025 annual comprehensive financial report.

The board adjourned without scheduling an executive session.
