"Before we could get their contract, they had to advertise for DBEs...this will include representatives from the architect and from the mechanical, electrical, and plumbing engineers as well," staff said, noting that specialized inspectors will attend each phase rather than a single generic inspector. Staff framed the fee as reasonable relative to the project's estimated $40 million total.
Council moved, seconded and authorized the agreement by roll call; staff said loan proceeds will fund construction‑engineering services and that the contract will proceed to execution and phase scheduling.
