The Enfield Inland Wetlands and Watercourse Agency on June 2 voted to table application AA‑145, an agent‑approval request for 117 North Street (owner/applicant recorded in the transcript as Joseph Liquor, map 93, lot 15), after staff reported the site plan lacked erosion and sedimentation controls and the applicant had not responded to staff comments posted in OpenGov.
Staff described the requested work as removal of brush, topsoil and rubble piles from the upland review area, with the materials to be loaded directly onto trucks and the disturbed areas to be fine‑graded, seeded and mulched after removal. Staff noted the current site plan did not show any erosion or sedimentation control (ESC) measures as of the June 2 submission, and said prior attempts to elicit a response from the applicant via OpenGov had produced none. "They have had quite a few different violations and things. So now they're trying to clean it up and went to court," a staff member said, noting the cleanup follows court rules governing the site.
Members agreed that acting without ESCs or the applicant’s presence was inappropriate; one member moved to table the application and another seconded. The motion to table passed by roll call (Donna Corbin: yes; Kevin Zora: yes; Collins: yes; Ken Kaufman: yes; Chris Renard: yes), and the agency recorded the motion as passed with five in favor.
At the same time the agency discussed an enforcement matter at 174 Shaker Road, noting the property’s attorney had previously indicated compliance would occur by May 31; members reported no confirmation of that compliance and said the 174 Shaker Road matter will remain on the agenda for a future meeting.
The agency did not set a new date for reintroduction of AA‑145; staff said the application will remain tabled until the applicant submits a site plan that includes required ESC measures and responds to staff comments.
