Agency staff told members that until now agent approvals tied to building permits were communicated informally through OpenGov comments; the proposed template restores a formal written notification to applicants that describes the approval, related conditions and the publication process. "This will hopefully now be attached to building permits to make the process much more formal and professional," a staff member said during the presentation.
The proposed letter is drawn from a 2013 sample the wetlands office located and has been updated to reflect current practice, staff said. Members discussed publication and posting: staff reported that postings recently have used OpenGov, Enfield Patch and sometimes the Journal Inquirer; members suggested adding the Hartford Courant as an option or otherwise ensuring the notices appear where the town publishes other planning items. The agency did not adopt a single mandatory publication outlet; the motion that passed included a caveat that staff must post the notice to whatever outlet the town currently uses for similar filings.
The motion to approve the template as presented, with the addition of the vice chair as an alternate authorized signer, was seconded and approved by roll call (Donna Corbin: yes; Kevin Zora: yes; Collins: yes; Ken Kaufman: yes; Chris Renard: yes). The agency recorded the vote as 5–0 in favor.
Because the letter will be attached to building permits, staff said it is intended to provide clearer documentation for applicants and a consistent paper trail for the agency when projects are handled administratively rather than by a full commission hearing. The agency said the letters will be distributed going forward and will be implemented immediately as part of the building‑permit review process.
