Council approves Williams & Works for Riverside Phase 1 engineering; construction to begin June 8

The Lowell City Council unanimously approved hiring Williams and Works to provide construction engineering services for the Riverside Phase 1 project at a cost not to exceed $32,000.
City staff said Williams and Works designed the project and therefore are appropriate to provide construction engineering. Mike (city manager) told the council the $32,000 engineering expense would be charged $29,000 to the local street fund and $3,000 to the major street fund. Staff said the total construction contract for Riverside Phase 1 is $521,000 and noted a previously approved $51,000 change order for an island/barrier component.
Council also discussed the project schedule: staff advised construction would start June 8 and last roughly four to six weeks, so portions of the work will be in progress during upcoming events in town. Council member Ritzma and other members asked about the interaction of the construction with the River Trail Triathlon bicycle route and whether route adjustments will be necessary.
After questions about contractor roles and project timing, the council moved, seconded and approved the Williams and Works engineering contract by roll call vote. Staff said additional construction‑engineering proposals will appear at a future meeting for other trail‑related work where the city is the prime recipient of MDOT grant funds.
