City manager briefs council on Riverwalk proposals, stormwater projects and parks bond grants

City Manager Wayne updated the council on several ongoing capital projects and grant efforts, saying one Riverwalk developer is moving toward formal proposals and multiple stormwater projects are progressing under county or legislative funding.
Wayne said county control of federal HUD funding on Transform 386 has advanced Porttona to design start this month and that the project is nearly fully funded through legislative appropriation and Transform money, with the city covering a remaining gap in its budget. He also reported Sugar Forest is at 75% design and Sleepy Hollow still needs additional grant revenues (Resilient Florida or similar) to close a construction funding gap.
On FEMA activity, Wayne said FEMA now has projects to begin elevating or demolishing houses and that the June 16 council agenda will include one item to elevate 13 homes and one to demolish and reconstruct another. For parks, Wayne reported the City Center fields construction contract was awarded and the city will apply to the ECHO program for additional funding for Willow Run; he said an ECHO award could add roughly $2 million to the parks bond funds for more fields and amenities.
Council members asked about schedules, compliance obligations for federally funded work, and the need to keep momentum if there are no hurricanes in the near term; Wayne and staff said procurement, design and compliance work is underway and timelines will be circulated to council.
