Danville officials outline lead service‑line inventory and replacement plan; staff says program covers lines to house edge

Danville’s utilities staff told City Council the city is in the process of inventorying public and private service lines and preparing a replacement plan under funding available through the Virginia Water Supply Revolving Fund.
"We're we're not quite there yet. We're still in the inventory process," said Jason Gray, the utilities representative, explaining that utilities must identify lead and galvanized service lines and that the city's responsibility generally covers the line from the street to the meter. Gray said the final inventory is due next year and that the aim is to have all lines replaced by 2037. He added that testing and procedures follow replacement work.
Council members asked whether the program covers internal household plumbing. Gray replied that the program "only covers to the edge of the house" and that other programs or grants may address internal piping. Vice Mayor Buckner and other council members acknowledged that the measure seeks to help homeowners with lead service lines but clarified limits of the city’s scope.
The council approved related bond and resolution language (see council actions) to access funds tied to water‑main and lead‑service replacement efforts. City staff said more public education and outreach will follow as inventories and eligibility determinations proceed.
