Residents urge tighter limits and enforcement on short-term rentals after repeated noise, trash complaints

BRADENTON — Multiple residents used the commission's public-comment period to ask for county action on short-term rentals they said are operating like boutique hotels in residential neighborhoods.
Speakers described midnight parties, loud music, trash overflow, construction of pickleball courts at rental properties and repeated calls to law enforcement or code enforcement with limited results. One resident said an adjacent house operated as an Airbnb that accommodated 20 people and installed amenities ‘‘they don't stop using at 8 or 9 o'clock,’’ disrupting nearby families with school schedules.
Commissioners and staff said short-term rental oversight involves multiple agencies — code enforcement, the tax collector, fire codes for occupancy limits and sheriff response for after-hours noise — and noted Pinellas County’s enforcement struggles as an example of staffing limits. Staff encouraged residents to continue filing complaints and said the county will explore regulatory and resource options, including possible ordinance changes and coordination with public-safety partners.
What residents asked for: lower maximum occupancies, an 8 p.m. quiet/curfew requirement, stronger code enforcement capacity and clearer public guidance on how to report and document violations. Staff said some technical solutions (occupancy enforcement, noise monitoring) are difficult without additional staffing but will keep the topic on future agendas.
