Mr. Burr and Mr. Brewer outlined the state framework under ESSA: TSI (Targeted Support and Intervention) and ATSI differ mainly by duration of underperformance and support mechanisms. The middle school’s English‑learner subgroup was identified after multiple years of not meeting state expectations, the presenters said.
The plan centers on consistent data analysis (district diagnostic tests—CDTs and EXL diagnostics—and the state benchmarking platform Firefly), expanding personal learning communities and documenting classroom walkthroughs so teams can tailor instruction. Mr. Brewer said the team met multiple times during the year and will have one final meeting before finalizing the plan.
Administrators told the board the plan will be posted for a 30‑day public comment period and brought for approval at the Aug. 18, 2026 board meeting. No immediate new budget request was presented; administrators said much of the ATSI support comes through intermediate unit resources at no additional cost to the district.
