Algonac Council elects Rocky Gillis mayor, names Don Davey mayor pro tem and adopts organizational rules and ethics code

The Algonac City Council unanimously elected Rocky Gillis as mayor on Nov. 11, 2024, and selected Don Davey as mayor pro tem for terms running from Nov. 11, 2024, to Nov. 9, 2026. City Manager Gersberg opened the special organizational meeting with an annual orientation on roles and procedures for the newly seated council, and the council then heard public comment before proceeding to nominations and votes. A councilmember nominated Rocky Gillis for mayor; after nominations were closed the council conducted a roll-call vote that was recorded as unanimous, resulting in Gillis' appointment as mayor. A subsequent nomination and roll-call vote similarly resulted in the unanimous election of Don Davey as mayor pro tem. The council then moved to adopt its proposed organizational rules for the two-year cycle and to re-adopt the code of ethics and conduct policy; both motions were approved by roll call.
During the meeting City Manager Gersberg reiterated council responsibilities and procedural limits such as thresholds for approving expenditures and the requirement that special document requests made by one member be distributed to all members. The code of ethics item included a note that printed date ranges on the materials were corrected during discussion.
Public speakers at the start of the meeting expressed support for Mayor Gillis. Pat Courney, identifying as an Algonac resident, said he wanted to "pledge my support for Mayor Gillis" and praised Gillis' promotion of the city. Another resident praised Gillis' volunteer work at local festivals and fundraising events and urged the council to keep him in office.
The council's actions at the Nov. 11 organizational meeting were procedural and administrative: electing officers, adopting internal rules for the council term, and approving the city's code of conduct. There were no recorded dissenting votes on the items taken up at this meeting.
