The county accepted the project’s Environmental Assessment Worksheet (EAW) and concluded no Environmental Impact Statement (EIS) was required; the CUP includes flood‑elevation and security conditions and requires any necessary state permits.
At the telecom discussion one commissioner raised concerns about wireless technology and health effects. Planning staff responded that the county’s zoning review addresses structural safety, siting, flooding and environmental impacts, and that radiofrequency health assessments are not part of the county’s regulatory scope; state and federal health authorities and technical specialists handle emissions questions.
Separately, the board approved MnDOT’s temporary easement request for work affecting the government‑center frontage as part of a curb/turning‑lane/parking project and approved four tax abatements and participation in the Krookton housing abatement program. The board also approved the county acting as lead applicant on a multi‑county bridge improvement grant (Neilsville listed first) and authorized a letter of commitment for the grant application.
On personnel and budget matters the board approved a DDA market study recommendation to raise the county pay grid by 2% effective July 1 and to regrade 18 positions (including some department‑head regrades). Staff estimated the first‑year cost at roughly $249,000 (DDA figure) to $262,000 depending on actual staffing; the board adopted the change and instructed HR and finance to negotiate memoranda of understanding with collective‑bargaining groups and to implement payroll changes.
