Tim Santos of Merill Engineers presented plans for 380 Wild Harbor Road, describing a full teardown and rebuild to meet building and flood‑zone standards. The proposal includes septic-system upgrades (a new septic tank, a nitrogen denitrification unit, and a pressure-dose pump chamber) while retaining the existing leaching field. All roof runoff will be directed to dry wells and the applicant proposed mitigation and restoration plantings to offset increases in impervious area and to correct missing mitigation from a 2015 RDA.
Santos also told the commission his team will remove an unpermitted shed and supply a revised plan that removes a dirt driveway from the existing impervious calculations, consistent with staff direction. He said staff had identified four minor comments; he expected to submit a revised plan for staff review and requested the hearing be closed so staff can review the updates.
Staff recommended closure pending receipt of the revised plan; the commission voted to close the hearing and take the matter under advisement. Commissioners asked a few clarifying questions (restoration planting locations, driveway calculations and the origin of wood chips observed in a wetland area), and Santos agreed to submit the revised plan and documentation to staff.
Next steps: the applicant will provide updated mitigation and impervious-area calculations and remove the unpermitted shed. Staff will review the submission and advise commissioners before any final decision.
