Board approves personnel report after debate over adjunct teaching permits

The Gary Community School Corporation board approved the personnel report that delegates approval of adjunct teaching permits and included recommendations for several adjunct hires.
Joanna, a district staff member who handled the personnel presentation, explained that adjunct licenses provide a legal pathway for individuals with nontraditional teaching backgrounds—"artists" and industry experts—to teach in areas where licensed teachers are scarce. She said Indiana code allows districts to issue adjunct permits to individuals with relevant experience to fill positions while they pursue licensure.
Board members sought assurances these adjuncts would not be used to staff core academic classes. One member asked directly whether adjuncts could teach core subjects; staff said they did not anticipate adjuncts teaching core math, reading or science and that adjuncts historically have filled roles such as theater, choir, health or CTE-related workplace specialist positions.
The board also discussed the broader context of the district's virtual-teacher roster. Staff said the district currently employs nine virtual teachers, down from 14 earlier in the year as some vacancies were filled.
After discussion the motion to approve the personnel report, including adjunct recommendations, passed by roll call 5to0. Board members asked staff to continue prioritizing pathways to full licensure and to clarify which assignments adjuncts will hold when specific personnel items come forward.
