Council repeals recreation-commission ordinance to let independent nonprofit fundraise and approves Partners for Progress collaboration on Kaufman Square

Walhalla City Council approved Ordinance 24-13 to repeal Ordinance 90-02, the 1990 ordinance that established the Recreation Commission as a council-appointed advisory board. Staff and councilors said the repeal is intended to enable the creation of an independent 501(c)(3)-style booster organization that can fundraise, hold funds year-to-year and direct those funds specifically to recreation programs rather than having donations flow into the city’s general fund.
Staff (Ms. Myers) said members interested in creating the nonprofit are organizing articles of incorporation and bylaws and that the group has begun meetings. Recreation staff member M. Richardson told the council organizers are holding a second meeting and working on the documents needed to form the nonprofit.
Separately, the council agreed to allow the local nonprofit Partners for Progress to continue partnering with the city on improvements at Kaufman Square/Depot Park; staff said Partners for Progress has secured conceptual designs, a Rotary grant that requires a city blessing for the work to proceed, and plans for fundraisers and plantings. Council members expressed appreciation for volunteer efforts and said no city funding was being committed at this time.
Council approved Ordinance 24-13 and granted the nonprofit partnership request by voice vote.
