Council votes to repeal recreation-commission ordinance and allow nonprofit booster group

On first reading Walhalla’s council voted to repeal the 1990 ordinance that established the Recreation Commission so volunteers can form a separate nonprofit to fundraise and hold funds for the recreation department.
Administrator Myers said the change is intended to clarify accounting and prevent the city from being financially or legally entangled with funds raised or held by private citizens. The city attorney and staff recommended the separation so that volunteers could create a private 501(c)(3) (a booster-club arrangement) to accept donations, hold funds over the fiscal year and advise staff without creating city fiduciary responsibilities.
Council members supported the separation as a cleaner arrangement that reduces staff workload and clarifies oversight. A first-reading vote passed 6–0.
Council directed staff to prepare the repeal ordinance language for the next formal reading.
