City staff, with engineering consultant Rich Anderson, reported that bids opened on Aug. 27 and ranged from approximately $2.88 million to $7 million; the lowest bidder (identified in staff materials as Instream Technologies) was reviewed and recommended for award after confirming bid components. Staff and the council said the low bid comes in roughly $2 million under the project estimate, providing a cushion for other planned projects in the grant package.
Council voted to accept the low bid (the transcript records the vote as 6–0). Staff noted that if remaining projects come in over estimate, the savings may allow additional work under the $10 million allocation; project procurement and contract documents will follow procurement rules and return to the council as required.
